THE 12TH SABAH TABLE TENNIS COMMERCIAL CUP 2010

RULES AND REGULATIONS  比赛章程

1. NAME OF THE CHAMPIONSHIP
The name of the Championship is called “The 12TH Sabah Table Tennis Commercial Cup 2010”

2. ORGANISATION
The Competition is organized by the Kota Kinabalu Table Tennis Association (KKTTA) in consultation with the
Sabah Table Tennis Association (STTA).  The main sponsor of this Championship is Sun Sea Developments Sdn
Bhd.

3. OBJECTIVES
The objectives of the Championship are:
a. To establish networking and foster fellowship among table tennis players.
b. To promote fitness and healthy activities among the public through the game of table tennis.
c. To promote the game of table tennis as an economical indoor sport.

4. COMPETITION FORMATS
TEAM EVENTS
There shall be two categories in the Team Events as follows:-
i. PREMIER TEAM CATEGORY, (PREMIER);
For the Premier, the Competition shall comprise of 5 Singles and 2 Doubles games.
ii. NOVICE TEAM CATEGORY, (NOVICE).
For the Novice, the Competition shall comprise of 3 Singles and 2 Doubles games only.

5. COMPETITION DATES AND VENUE
The Competition shall be held from 24th July 2010 to 25th July 2010, commencing at 8:00 A.M. on 24th July 2010. 
The Competition Venue shall be at the Dewan of the Foo Chow Association, Jalan Bukit Padang, KK.

6. PRIZES
CASH Prizes and Medals will be awarded to the semi finalists as follows:-
Position   PREMIER   NOVICE
Champion    RM 1,500 + 6 Medals  RM 1,000 + 5 Medals
Second Position   RM 1,000 + 6 Medals  RM    600 + 5 Medals
Third Position    RM    500 + 6 Medals  RM    400 + 5 Medals

There will be a Challenge Trophy each for the Premier and Novice team winners.  The Team who is Champion for
3 years will get to keep the Challenge Trophy.

7. ENTRY
All entries must be made in official Entry Forms which are available at the KKTTA and the STTA.  Entry Forms can
also be downloaded from the Website of the Sabah Table Tennis Associations at www.sabahtabletennis.com. 
Entry of all teams must be endorsed by the respective District TTAs who will undertake to return the Challenge
Trophy to the Organizer for future Commercial Cup Tournament.  The entry fees for the competition are RM 200 for
the PREMIER and RM 150 for the NOVICE.

8. CLOSING DATE & OFFICIAL DRAW
All Entry Forms, together with the appropriate entry fee must reach the Organizer on or before 15th July 2010.  The
Draw of the Competition will be conducted on 17th July 2010.

9. ELIGIBILITY OF PLAYERS
a. The Championship is open to Malaysian (including Brunei) citizens, representing Commercial Organizations,
Government Departments, Sports and Recreation Clubs and Table Tennis Associations;
b. Participants (male or female) who were born in the year 1993 or before, are eligible to take part in the
competition;
c. Each player is allowed to play in only ONE Team Category, (either the Premier or the Novice Category);
d. Each player is allowed to play once in the Singles and/or once in the Doubles;
e. For the Premier Teams:
(i) Only two ranked players as stated in the Premier Ranking List for the last two years, are allowed to be
registered with the Team.  (Refer to the Premier Ranking List);
(ii) Each Team is allowed to “import” either ONE Malaysian player from other States of Malaysia, or ONE
non-Malaysian player to play for the Team;
(iii) However, the non-Malaysian player must stay in Malaysia for at least three consecutive months prior to
the competition date;
(iv) Such imported player will automatically be considered as one of the Premier ranked players;
(v) Such imported player MUST play in the First Single position in the single matches.
f. For the Novice Teams:
(i) Open only to all players other than those players who have represented the Nation/ States/ Districts
before;
(ii) No “imported” player is allowed from other States of Malaysia;
(iii) Each Novice Team is allowed to register only ONE Category A player, or only TWO Category B ranked
players as stated in the Novice ranking lists.  (Refer to the Novice Ranking List);
(iv) The 1st and 2nd Singles’ players of a Novice team are not allowed to partner with each other in a Double.
g. All Team Managers should ensure the eligibility of their players to avoid dispute during the Competition.
h The Organizer reserves the absolute right to determine the eligibility vis-à-vis the standard of the registered
players before and even during the Competition.
i The Organizer shall invite Teams from Brunie and Sarawak to participate in the Championship.

10. SYSTEM OF COMPETITION
a. If there are not more than 5 entries, the Competition will be held on a single round league basis.  The first,
second and third place winners will be determined by a point system.
b. If there are more than five entries, the first round of the competition will be held on a league basis with the
teams divided into groups:
i. the number of groups will be determined by the Organizer following the established tournament
practices of the Sabah Table Tennis Association and Table Tennis Association of Malaysia;
ii the placement in the Groups will be determined by a draw;
ii. the first and second winners in each Group (at least) will qualify for the quarter finals (or semi finals)
which will be held on a single knockout basis;
iii. the teams who win will move to the semi-finals and then the finals to determine the champion, the
second position, and the joint third positions.

11. AWARDS OF POINTS AND METHODS OF DETERMINING PLACING
A win    2 points
A lose    1 point
A Withdrawal/walk-over  0 point
a If at the end of the competition, there are two teams having the same number of points, final standing will be
determined by the results of the matches between the two teams concerned. (胜 者 为 胜)
b If at the end of the competition, there are more than two teams having the same number of points, final
standing will be determined in the following order:-
i. The ratio of 'the Total number of matches won against the Total number of matches lost between the
teams concerned':
ii. The ratio of 'the Total number of games won against the Total number of games lost between the teams
concerned';
iii. The ratio of 'the Total number of points won against the Total number of points lost between the teams
concerned';
Teams who have won a higher ratio will occupy a higher position.  Any further disputes will be decided by
referring to the prevailing ITTF Ruling.

12. BALLS AND COLOUR OF JERSEYS
The table tennis balls to be used in the Competition shall be the 3-Star Butterfly WHITE balls, or equivalent, at the
sole discretion of the Organizer.  Jerseys/shorts/track bottom to be worn during competition must be plain in colour
with the exception of white.  All participating Teams are required to wear proper and uniform playing attires.  Teams
without uniform attires will be disqualified

13. UMPIRING
For all preliminary rounds up to the Quarter Final, both competing teams shall do their own umpiring and scoring,
on an alternative basis.  Tournament Umpires shall be provided from the Quarter Final rounds onwards.

14. CANCELLATION AND WALKOVER
Teams/Players, who are late by more than fifteen (15) minutes from the time of calling as according to the Fixture
and Schedule, are deemed to have conceded a walkover to the Teams/Players who are present.

15. PROTESTS
An Appeal Committee shall be set up by the Organizer to consider all protests and complaints.  Such protests must
be submitted in writing not later than thirty (30) minutes after the incident together with a deposit of RM 50.00.  In
the event that the protest is upheld, a refund of the deposit will be made.  Otherwise, the deposit is non-refundable. 
The decision of the Organizer shall be final.

16. TEAM MANAGERS’ BRIEFING
There will be a tournament briefing to all the team managers’ at 9:00 am on 24th July 2010 at the competition Hall.

17. GENERAL INFORMATION
a. Besides the aforesaid Rules, the Rules and Regulations of the International Table Tennis Federation (ITTF)
will also apply;
b. If there are matters, which arise, that are not covered in the aforesaid Rules, the Organizer will make the
decision.  All decisions taken by the Organizer are final.
c. The Organizer reserves the right to change, postpone or cancel the Competition if circumstances beyond its
control arise.

2010, and we shall further undertake to return the Challenge Trophy to the Sabah Table Tennis
Association for future Commercial Cup tournament.
